Overseas companies · Halal JAKIM

JAKIM halal certification and recognition for overseas companies.

Malaysian halal compliance from abroad, by the route that fits you: JAKIM recognition for your own halal certification body, or JAKIM halal certification for your manufacturing plant.

An overseas company has two official routes to JAKIM halal, depending on its role. A halal certification body abroad can be recognised by JAKIM as a Foreign Halal Certification Body (FHCB). A factory abroad can be certified by JAKIM itself under the Halal International Program, in place since 1 January 2024: a company in Malaysia (a subsidiary, importer, distributor, agent or branch) applies for it, and JAKIM's officers audit the plant on site. That certificate lasts 2 years.

For organisations and manufacturers selling to Malaysia and the global Muslim market, the right route depends on your role and how you operate. As a JAKIM Strategic Partner (entry 18 on JAKIM's list, RSMIHA-2026-025), MNS Modulaz Sdn. Bhd. guides overseas companies on both programmes: aligning your framework with JAKIM's, preparing the documents and getting ready for the audit. JAKIM = the Department of Islamic Development Malaysia, which runs halal certification in Malaysia.

Our services

Choose your pathway: two routes to JAKIM halal from abroad.

Pick the route that matches how your organisation is set up:

  1. For certification bodies, Islamic organisations and foreign agencies

Foreign Halal Certification Body (FHCB) development

Build and align your own halal certification body to JAKIM's requirements.

We help overseas organisations set up the standard operating procedures, audit governance and operating framework that JAKIM's guidelines ask of a recognised body, and prepare them for JAKIM's evaluation. JAKIM alone decides recognition: 96 bodies in 49 countries or regions are on its list of 21 August 2026.

    Explore the FHCB requirements
  2. For overseas manufacturers, brand owners and exporters

Halal International Program (direct plant certification)

JAKIM audits your factory and issues the halal certificate.

Since 1 January 2024, a factory outside Malaysia can get JAKIM halal certification through a company that represents it in Malaysia (a subsidiary, importer, distributor, agent or branch), ending in an on-site audit by JAKIM's own officers. Parts 02 to 09 below cover it step by step.

Who can apply? A company in Malaysia, for the factory.

Under the Halal International Program the factory abroad does not apply on its own. JAKIM opens the application to companies registered in Malaysia, and the applicant must represent the factory. The applicant must be one of these:

  • Subsidiary companyA company in Malaysia that is part of the same group
  • ImporterThe company that brings the product into Malaysia
  • Distributor or traderThe company that sells it on in Malaysia
  • Agent in MalaysiaThe factory's appointed agent
  • BranchA branch in Malaysia, also named in JAKIM's notice

The applicant goes with JAKIM's auditors throughout the audit trip (part 05), and JAKIM deals with the applicant directly. MNS Modulaz does not apply for it.

JAKIM notice: "Application is opened for companies registered in Malaysia"

What are the conditions to apply? Some for the applicant, some for the factory.

The applicant in Malaysia and the factory abroad each have to meet conditions before the application goes in.

The documents JAKIM asks for

JAKIM's notice lists fifteen documents to send with the application form (its Table 1):

  2. The applicant's company registration in Malaysia
  3. The factory's manufacturing licence from its local authority
  4. The Halal Executive's certificate and appointment letter (manufacturer and/or applicant); the Halal Executive must be Muslim

Which schemes are open? Five, under JAKIM's notice.

JAKIM offers the Halal International Program for five schemes of halal certification:

  • Food productsFood and beverages
  • PharmaceuticalsNPRA manufacturing licence, if applicable
  • CosmeticsNPRA manufacturing licence, if applicable
  • Consumer goodsConsumable goods
  • Medical devicesMDA licence, registration and ISO 13485:2017

Abattoirs and meat-based products are not among them: for those, JAKIM's notice says to contact the Department of Veterinary Services Malaysia (DVS). Meat and poultry imported into Malaysia must be certified by a recognised foreign body, from a plant inspected and approved by JAKIM and DVS.

What is the process? Apply from Malaysia; JAKIM audits the plant.

JAKIM's notice sets out the Halal International Program in these steps:

  1. FactoryRuns a Halal Assurance System, with JAKIM's manuals MPPHM 2020 and MHMS 2020 as the guidelines. Its documents go with the application.
  2. ApplicantFills in JAKIM's application form for international manufacturing, on MYeHALAL International: one form for one factory, registering at most 100 products.
  3. ApplicantSends the form with the documents in JAKIM's Table 1 (part 03).
  4. JAKIMAudits the manufacturing plant: at least four days, two audit days and two days' round trip, one manufacturing address only. The applicant goes with the auditors throughout the trip.
  5. JAKIMCertifies the products. Every certificate under the procedure is valid for 2 years.

The applicant deals with JAKIM itself; no consultant can apply or deal with JAKIM on its behalf. Questions on the procedure go to JAKIM's Halal Management Division in Putrajaya: +60 3-8892 5000, unitluarnegara.halal@gmail.com.

JAKIM notice, international manufacturing, from 1 January 2024

What are the fees? By where the plant is.

The Halal International Program's fees depend on where the factory is, with a separate charge for processing the documents:

  • RM2,100A plant in Southeast Asia
  • USD 2,100A plant outside Southeast Asia
  • RM200Document processing

Fees as MNS Modulaz gives them, October 2026. JAKIM's notice does not list them: confirm the current amount with JAKIM (+60 3-8892 5000, unitluarnegara.halal@gmail.com), and ask who pays the auditors' travel, which the notice does not say. RM = Malaysian ringgit; USD = US dollars.

A product made in Malaysia by an overseas-registered company pays the domestic manual's fees instead: every JAKIM fee.

FHCB or Halal International: what is the difference?

The difference is who certifies the factory. Under FHCB, a body in the factory's own country certifies it, on JAKIM's behalf. Under the Halal International Program, JAKIM audits and certifies the factory itself, and a company in Malaysia makes the application.

Working with MNS Modulaz: both programmes, and training abroad.

MNS Modulaz Sdn. Bhd. (SSM 202401031735) is a halal consultancy and training company in Bukit Beruntung, Selangor, Malaysia, and one of JAKIM's strategic partners (Rakan Strategik MIHA). It works with overseas companies on both programmes, and with halal certification bodies abroad.

What we do

  • Explains which programme fits your product and your partner in Malaysia, from JAKIM's own documents
  • Prepares the application with the applicant and the factory: the documents in JAKIM's Table 1, the Halal Assurance System, SOPs and records
  • Runs a gap analysis against JAKIM's requirements
  • Trains teams in halal, MeSTI, GMP and HACCP, and trains and advises halal certification bodies abroad

What we don't do

  • Apply for you, or deal with JAKIM on your behalf: JAKIM deals with the applicant directly
  • Certify anything: JAKIM or a recognised foreign body does
  • Decide your application: JAKIM does
  • Give the third-party halal awareness training of MPPHM 2020 17(12)(i) for a company in Malaysia: since the 2026 amendment it must come from an organisation registered under JAKIM's Halal Professional Board (HPB) or from the competent authority, or your own Halal Executive gives it in-house

Making it in Malaysia instead? Every route, in detail.

A product made in Malaysia, at your own plant or by a contract manufacturer that holds JAKIM's OEM-scheme certificate, follows JAKIM's domestic manual: your company applies on MYeHALAL, even when it is registered overseas, and gets a 2-year certificate. Finished goods only relabelled in Malaysia, with no process here, are not eligible.
