Company size · MPPHM 2020, Jadual 1 and 18(1)(f)

JAKIM's halal rules by company size: micro, small, medium, large.

Under JAKIM's MPPHM 2020, food and drink and most other product schemes size a company by annual turnover: micro (under RM300,000), small (under RM15 million), medium (RM15–50 million) or large (above). Micro and small companies need at least one permanent Malaysian Muslim worker per shift and an internal halal control system; small ones add a Halal Supervisor. Medium and large need two, a Halal Executive, an Internal Halal Committee and a Halal Assurance System.

For food and drink products, procedure 18(1)(f) ties the Muslim-worker rule, the halal role, the committee and the internal system to four sizes: Industri Mikro, Kecil, Sederhana and Besar. The manual never defines those sizes in procedure 18; the turnover bands appear only in Jadual 1, the fee table of procedure 8(1) (a jadual is a schedule in the manual). What does each size add? One step at a time.

MNS Modulaz's part is the same at every size: a gap analysis against 18(1)(f) and the general requirements, the documents and SOPs, the internal halal control system JAKIM asks for at the company's size, and training (halal, MeSTI, GMP, HACCP, ISO 9001); our services describes each. Hiring the workers and appointing the Supervisor or Executive is the company's own.

Micro

Under RM300,000

  • 1 worker per shift
  • IHCS

A micro company needs one Muslim worker per shift and an IHCS.

A micro company needs at least one permanent Malaysian Muslim worker on duty in the processing area for the whole of every operating period or shift, and an Internal Halal Control System (IHCS) built on MHMS 2020. The manual names no Halal Supervisor, Halal Executive or committee at this size.

We get ready with youMNS Modulaz drafts the IHCS with your team: the halal policy, the raw-material control procedure and the traceability procedure.

MPPHM 2020 · 18(1)(f)(iii), 19

Small

RM300,000 to under RM15 million

  • 1 worker per shift
  • + Halal Supervisor
  • IHCS

A small company adds a Halal Supervisor.

A small company keeps the same worker floor and the same IHCS, and appoints a Halal Supervisor at the premises: a permanent Malaysian Muslim employee who supervises the processing area or the management side. The Supervisor is not counted as one of the Muslim workers.

We get ready with youMNS Modulaz prepares the IHCS documents and sets out the Halal Supervisor's role in your SOPs.

Medium

RM15 million to RM50 million

  • 2 workers per shift
  • + Halal Executive
  • + Internal Halal Committee
  • HAS

A medium company doubles the floor and moves to HAS.

From RM15 million a year a company needs at least two Muslim workers on every shift, a Halal Executive at every branch, an Internal Halal Committee for the premises and every branch with its own operational management, and a Halal Assurance System (HAS) instead of an IHCS. The committee has at least four members and takes halal competency training every three years.

Large

Over RM50 million

  • Same rules as medium
  • Higher fee

A large company meets the medium rules, at a higher fee.

Over RM50 million a year the manual sets the same rules as for a medium company: 18(1)(f)(i) covers both sizes together. The one thing that rises is the yearly certification fee in Jadual 1, from RM700 to RM1,000.

We get ready with youMNS Modulaz sets out what 18(1)(f)(i) asks of the premises and of every branch with its own operational management.

Internal Halal Control System (IHCS)

The minimum controls a company runs to keep halal assurance. Procedure 19 names three parts, each recorded, documented and checkable at the audit:

  1. Halal policyunderstood and made known to everyone concerned
  2. Raw-material control procedurehow raw materials, suppliers or customers are chosen, written as the work is really done
  3. Traceability procedurehow raw materials, suppliers, customers and finished products are traced back

Halal Assurance System (HAS)

A fuller set of procedures for keeping halal assurance overall, run by people the manual names:

  1. A Halal Executiveat every branch of the premises
  2. An Internal Halal Committeefor every company and every branch with its own operational management, appointed in writing by top management
  3. At least four membersa chairman, the Halal Executive, someone from purchasing and someone from processing or operations; competency training every 3 years from an HPB-registered provider or the competent authority

One Muslim employee or two?

One Muslim employee or two? Both are right, for different sizes.

Some guides say JAKIM certification needs two Muslim employees, others that one is enough. The manual sets both numbers, by size. The workers must be Muslim, Malaysian citizens and in permanent posts, bertugas di kawasan pemprosesan sepanjang tempoh operasi atau syif: on duty in the processing area throughout each operating period or shift (our translation; the Malay text is authoritative, MPPHM 2020 · 70). So a factory running two shifts needs the minimum on each shift.

The Halal Executive and the Halal Supervisor do not count towards the number: the manual's definition of a Muslim worker (pekerja Muslim) excludes them by name.

Registered overseas, producing in Malaysia

Registered overseas? The same rules, other fees.

The domestic manual applies to a company registered overseas that carries out business or production in Malaysia, so the size rules of procedure 18 apply to it as to any applicant. The manual does not say whose turnover sets the size of a company registered overseas: confirm it with JAKIM before you plan the staffing. Its fees are not those of the matrix: notwithstanding 8(1), every application it makes is charged under Jadual 2, and its certificate runs 2 years.

A product made outside Malaysia is a different case, with two routes. One is a certificate from a foreign body on JAKIM's recognised list: under the Trade Descriptions (Certification and Marking of Halal) Order 2011, para 5, imported food and goods described as halal must meet the requirements or be certified by such a body (JAKIM's list, 21 August 2026). The other is JAKIM's own procedure for international manufacturing, in use since 1 January 2024: a company registered in Malaysia (a branch, subsidiary, importer, distributor, trader or agent) applies for the overseas factory, under five schemes, for a 2-year certificate, with an audit at the plant of at least four days and a Halal Assurance System in place. JAKIM's list of documents for that procedure asks for a Muslim Halal Executive's certificate and appointment letter and for two Muslim workers' papers, "if any".
