JAKIM's OEM scheme
Halal contract manufacturing (OEM) in Malaysia: two JAKIM certificates, not one.
Two Malaysian halal certificates (SPHM) are involved, issued by JAKIM or a state Islamic religious authority. The contract manufacturer must first hold an SPHM under the contract manufacturing (OEM) scheme before offering manufacturing to other companies. That certificate does not cover the products: every product that carries the Malaysia Halal logo must be covered by an SPHM under its product scheme. A written contract, agreement or mutual consent must link manufacturer and brand owner.
Two parties, one contract
Does the manufacturer's halal certificate cover my product? No: the product needs its own.
MNS Modulaz sets out JAKIM's contract manufacturing scheme the way the manual does: two companies, a contract between them, and two certificates. The OEM scheme is certification for a company that provides any form of product manufacturing service to another company by mutual agreement through a written contract. Under the manual of JAKIM (Jabatan Kemajuan Islam Malaysia, the Department of Islamic Development Malaysia), the Manual Prosedur Pensijilan Halal Malaysia (Domestik) 2020 (MPPHM 2020), the plant and each product are certified separately, each with its own SPHM.

The rule most brand owners miss
The plant's OEM certificate is not a product certificate. Each product with the logo needs its own SPHM.
18(8)(b)
The OEM scheme cannot be used as halal certification of the products it makes; every product that is to carry the halal logo applies for an SPHM under the scheme that fits it.

41(6)
An SPHM holder under the OEM scheme must not use, print, attach or display the Malaysia Halal logo on the products it processes or manufactures unless those products hold an SPHM under a product scheme, such as food and drink or cosmetics.

The rules, numbered
The OEM scheme's rules, each with its clause.
MNS Modulaz sets out the OEM scheme's rules from MPPHM 2020 in three groups: what the scheme asks before work starts, what the plant must have, and what an overseas-registered company pays and for how long.
01–03What the OEM scheme asks before work starts
- 01
Certified before it takes work. A contract manufacturer applies for and obtains an SPHM under the OEM scheme before it may offer manufacturing to other companies.
MPPHM 2020 · 17(17)(a), 18(8)(a)
- 02
The brand owner checks first. Any company applying for a product's SPHM must make sure the contract manufacturer it appoints already holds an OEM-scheme SPHM.
MPPHM 2020 · 17(17)(b), 18(8)(i)
- 03
A contract, in writing. 18(8)(h) asks for a written contract or agreement or mutual consent between the manufacturer and the client company or brand owner. The scheme's definition speaks of a written contract, and a contract that cannot be produced is the manual's example of a minor nonconformity, so put the arrangement in writing.
MPPHM 2020 · definitions (p.12), 18(8)(h), 32(1)(k)
04–07What the plant must have
- 04
Halal products only. The OEM-scheme holder makes or handles halal products only, under the food and drink, cosmetics, pharmaceutical, consumer goods, slaughterhouse and medical device schemes.
MPPHM 2020 · 18(8)(c)
- 05
Licences where they apply. A food premises registration from the Food Safety and Quality Division, Ministry of Health (BKKM); for a slaughterhouse, a veterinary certification or a letter of confirmation or support from the Department of Veterinary Services (DVS); a manufacturer's licence from the National Pharmaceutical Regulatory Agency (NPRA); an establishment licence from the Medical Device Authority (MDA); and the relevant Malaysian Standards and current laws.
MPPHM 2020 · 18(8)(d)–(g), (k)
- 06
One application per kind of service. Each OEM service is applied for separately, food OEM and pharmaceutical OEM for example. The OEM scheme is one of three schemes exempt from the limit of 100 products per application.
MPPHM 2020 · 18(8)(j), 21(5)(d)
- 07
Muslim staff and halal management, by size. A plant under the OEM scheme meets the Muslim-worker requirement for its size and runs the Malaysian Halal Management System (MHMS) effectively. A large or medium company: at least two permanent Malaysian Muslim workers in the processing area on every shift, a Halal Executive at every branch, an Internal Halal Committee and a Halal Assurance System (HAS). A small company: at least one such worker, a Halal Supervisor and an Internal Halal Control System (IHCS). A micro company: at least one such worker and an IHCS.

Fees as set in the 2020 manual, unchanged in the 2026 amended manual: confirm the current amount with JAKIM. Fees are paid to the competent authority handling the application (JAKIM, MAIN or JAIN); a certificate reprint, RM1,000 for a company registered overseas, is paid to JAKIM's Director General. ASEAN, as the manual defines it, is Malaysia and nine others: Brunei, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand and Vietnam. A company registered in Malaysia holds a product certificate for 2 years (food and drink) or 3 years (cosmetics, pharmaceuticals, consumer goods, medical devices). The brand owner
What must the brand owner do? Check the plant, then apply for each product.
A brand owner can check a contract manufacturer before signing: JAKIM's Halal Malaysia Portal has a "Verify Halal Status" search, and its category "Pengilangan Kontrak / OEM" lists plants under the OEM scheme.Halal Malaysia Portal, halal.gov.my
- The authority deals directly with the company applying, not through third parties such as consultants.MPPHM 2020 · 21(12)
- A change of contract manufacturer is among the cases in which the competent authority may cancel an SPHM.MPPHM 2020 · 39(1)(c)
- A renewal cannot add products, so a new product from the same plant needs a new application.MPPHM 2020 · 22(4)(a)
Making the product abroad instead? JAKIM certificate vs a recognised foreign one compares the routes for a plant outside Malaysia.
The contract manufacturer
What must the contract manufacturer hold? Its OEM-scheme SPHM, before any client.
MNS Modulaz works with contract manufacturers on the Malaysian side, before the plant's own application. The plant must have been fully operating for at least three months before a new application, with at least three months of documents and records for the audit.MPPHM 2020 · 5(7), 17(14)(d)
Halal awareness training changed with the 2026 amendment. Given by an outside party, it must come from an organisation registered under JAKIM's Halal Professional Board (HPB) or from the competent authority; a company's own Halal Executive or Halal Supervisor may give it in-house to its own staff. New workers are trained within three months of joining, and all processing staff at least every three years. MNS Modulaz is not on JAKIM's list of halal training providers, so its training is not that awareness training.MPPHM 2020 · 17(12)(a)–(c), (i), as amended 2026 · JAKIM's training-provider list, June 2026
We get ready with you
MNS Modulaz's JAKIM halal certification preparation for contract-manufactured products covers:
- a gap analysis against JAKIM's requirements;
- documents and SOPs, including, for the brand owner's product application, the raw-material summary JAKIM's model sets out (Lampiran F) and product names that match the label;
- the internal halal control system JAKIM asks for at the company's size;
- training for the team in halal, MeSTI, GMP, HACCP and ISO 9001.
Each company applies itself. MNS Modulaz Sdn. Bhd. (SSM 202401031735) is entry 18 on JAKIM's Rakan Strategik MIHA list (RSMIHA-2026-025, valid 1 June 2026 – 31 May 2029), with three Fasilitator Halal (halal facilitators) named by JAKIM: Nur 'Awatif Humaira binti Mohd Kamaruddin, Muhammad Syafiq bin Sufakhi and Nur Habibah binti Azhar. How is the product certified? Under its own scheme, in JAKIM's usual steps.

- Panel
The Malaysian Halal Certification Panel decides; on a pass the SPHM is issued.MPPHM 2020 · 34(1)
The full track, with what follows a pass, is on how JAKIM halal certification works.
What goes into the product is checked too. Every raw material must be traceable to its original producer, and animal-based ones need a valid halal certificate from the competent authority or a recognised halal certification body.MPPHM 2020 · 17(1)
"Halal" may not appear in product or brand names, and names that refer to or resemble non-halal products are not eligible; since the 2026 amendment, a short second list of such names may be allowed with a qualifying word, as in "Chicken Luncheon Meat".MPPHM 2020 · 5(12), 6(7) · Appendix A(2)–(3), as amended 2026
Registered overseas
Is your company registered outside Malaysia? Three questions to settle first.
Which authority handles the application?
The application is handled by the competent authority, JAKIM or the state Islamic religious council or department (MAIN/JAIN), according to the scheme and the manufacturer's address shown in the MYeHALAL account, and the applicant may not ask to change it. A product made under contract is therefore handled by the authority for the plant's address. The MYeHALAL account itself is opened against a Malaysian registration number, an SSM or Co-operative Commission number or an establishment document; the manual does not say how a company registered overseas meets this, so confirm with JAKIM before planning a launch.MPPHM 2020 · definitions, 21(2), 21(8)
Can goods made elsewhere be relabelled here, or exported from here?
Relabelling is not a route: finished products, made in Malaysia or abroad, relabelled without any process in Malaysia are not eligible for a Malaysian halal certificate.MPPHM 2020 · 6(8)
Exporting from the Malaysian plant is: any party may ask JAKIM by email for its Letter of Halal Certification for Export, which confirms that the manufacturer holds an SPHM, at RM100 for each consignee, paid to JAKIM's Director General (the 2020 manual's fee: confirm the current amount with JAKIM). See JAKIM's fees (procedure 14) and the consignment note in the glossary.MPPHM 2020 · 14, 15(4), 61, Lampiran H
What if the plant is abroad instead?
Then the OEM scheme does not apply. Since 1 January 2024, JAKIM certifies plants abroad under its international-manufacturing procedure: a company registered in Malaysia applies (branch, subsidiary, importer, distributor or trader, or agent), for one of five schemes, with one factory and at most 100 products per form; JAKIM audits the plant for at least four days and the certificate runs 2 years. Fees, as MNS Modulaz gives them: a plant in Southeast Asia: RM2,100; a plant outside Southeast Asia: USD 2,100; document processing: RM200; confirm the current amount with JAKIM. JAKIM's notice and JAKIM's routes for overseas companies set it out.JAKIM's international-manufacturing notice
