Halal certification process · MPPHM 2020, Appendix D

JAKIM halal certification, step by step.

JAKIM halal certification is applied for by the company itself, online on MYeHALAL. Register an account (verified within 24 working hours), apply, and send the supporting documents within 5 working days. JAKIM, or the state Islamic authority handling the file, checks them and issues a fee letter, payable within 14 working days. Auditors then audit the premises; the Malaysian Halal Certification Panel decides, and a passed application gets its certificate (SPHM).

Before step 1: MNS Modulaz gets you ready.

MNS Modulaz's part comes before the application. From step 1 on, the competent authority deals with the applicant directly, not through third parties such as consultants, so every exchange after this is between your company and JAKIM or the state body.

Two clocks start before step 1

  • 3months of full operation before a new application; 1 month at a new premises after a moveMPPHM 2020 · 5(7)–(8)
  • 3months of documents and records for the audit of a new applicationMPPHM 2020 · 17(14)(d)
  1. Step A · With usGap analysis against JAKIM's requirements

MNS Modulaz compares your business with the conditions of procedure 5, the general requirements of procedure 17 and your scheme's list in procedure 18, and reports where you stand and what is missing.

  2. Step B · With usClose the gaps

MNS Modulaz prepares with your team the SOPs, the raw-material list, the records the audit asks for and the internal halal control system JAKIM asks for at the company's size. Changes to the premises, the hiring and the staffing are your company's to make. Our services describes each programme; the rules by company size set out what your size needs.

Steps 1–4: your company applies, online.

Your company applies itself, online on JAKIM's MYeHALAL system, whichever authority will handle the file: JAKIM, or the State Islamic Religious Council or Department (MAIN/JAIN).

  1. Step 1 · Your companyRegister a MYeHALAL account

MYeHALAL is JAKIM's online application system, at www.halal.gov.my. The account is opened on the company's registration: an SSM number, a cooperative registration or an establishment document. If your company is registered overseas, confirm with JAKIM which document it accepts.

    MPPHM 2020 · 21(2), 5(1)

  2. Step 2 · AuthorityThe account is verified

    24working hours

The competent authority, JAKIM or the state body, verifies the account; the application is then made online on MYeHALAL.

    MPPHM 2020 · 21(3)–(4)

  3. Step 3 · Your companyApply online

Choose the scheme and category correctly. Declare every raw material, producer and product in full, with the real name of any coded ingredient, and list product and menu names exactly as on the label or menu, translated into Malay or English if they are in another language. One application covers up to 100 products, except under the food premises, logistics and OEM schemes.

    MPPHM 2020 · 21(4)–(5)

  4. Step 4 · Your companySend the supporting documents

    5working days

Send a complete file, counted from the moment the online form is sent, to the competent authority shown in your MYeHALAL account: JAKIM, or the State Islamic Religious Council or Department (MAIN/JAIN), depending on your scheme and your manufacturer's address. An incomplete file is rejected.

    MPPHM 2020 · 21(6)–(8)

Steps 5–6: the authority checks, you pay.

The competent authority checks the file against the procedure and, once it passes, sends the fee letter. A missing document sends the file back; a late payment ends the application. Both are drawn below.

  1. Step 5 · AuthorityApplication check and document audit, then the fee letter

The check starts once every supporting document has arrived and takes longer the more products, menus and premises the application covers. The officer checks the MYeHALAL form and the documents against the procedure. When the file passes, the fee letter arrives through MYeHALAL.

Back to steps 3–4 if something is missing. The officer may ask for more information, defer the application or reject it; an incomplete file or a wrong scheme or category is rejected (21(7), 27(2)–(3)). On JAKIM's flowchart an incomplete application goes back for corrective action (Appendix D).

    MPPHM 2020 · 21(13), 27(1)–(3), 15(1)

  2. Step 6 · Your companyPay the fee letter

    14working days

Pay in time, or within a period the authority sets. Pay late and the application is rejected: you start again with a new one. Once the fee letter is out, no products, menus or premises can be added and the company registration cannot change. A company registered in Malaysia pays RM20 and the yearly fee of Jadual 1; one registered overseas that manufactures in Malaysia pays RM200 and the Jadual 2 fee per application. The fee goes to the authority handling the application. Every amount, and how to pay.

    MPPHM 2020 · 21(14)–(16), 15(1), 15(3), 7, 8

Steps 7–9: audit, decision, certificate.

After payment the authority's officers audit the premises, the Malaysian Halal Certification Panel decides on their report, and a certificate holder is monitored from then on. A finding at the audit loops back through a nonconformance report; the Panel's decision forks three ways.

  1. Step 7 · AuthoritySite audit

After payment, at least two inspecting officers, qualified in Islamic affairs and/or the technical field, audit the premises. Be ready at any time, give a short presentation on the application and have the documents and records at hand: the officers may end an audit if the company does not cooperate or is not ready. They cover fifteen scopes, from raw materials and processing to premises, workers, training and the MHMS, and take samples for laboratory analysis where needed.

A finding means a nonconformance report (NCR). Reply formally, in writing, within the time the officer sets, with evidence such as schedules, receipts, certificates, invoices and photographs. No reply, or a false one, and the officer may recommend that the Panel reject the application. The authority may then set a follow-up audit or re-audit, once only (30(1)–(4), 29(1), 29(5)).

    MPPHM 2020 · 21(18), 26(1), 28(2), 28(5)–(6), Appendix D

  2. Step 8 · AuthorityThe audit report goes to the Malaysian Halal Certification Panel

    5working days to issue

The Panel's members are appointed by the competent authority and must be independent of every applicant. Under 48(1), as amended in 2026, the Panel has eight decisions: pass; conditional pass; unsuccessful; withdrawal of the SPHM; suspension of the SPHM; follow-up audit or re-audit; cancel; or keep in view (KIV). An objection can be raised until the decision is issued. An appeal against the decision goes to the competent authority in writing within two weeks, about certification procedure only; the appeals panel decides within seven working days, and that decision is final. In 2023 JAKIM's Panel met 32 times, approved 2,902 applications and found 54 unsuccessful.

    Pass

The certificate (SPHM) is issued within 5 working days of the decision, or a period the authority sets.

    Not yet

Conditional pass; a follow-up audit or re-audit; keep in view (KIV).

    No

Unsuccessful, with a notification letter; or cancel. An appeal goes in writing within 2 weeks.

    MPPHM 2020 · 34(1), 45(1)–(2), 48(1) as amended 2026, 67, 68; JAKIM annual report 2023, p.149

  3. Step 9 · AuthorityCertificate and monitoring

JAKIM's flowchart does not end at the certificate: monitoring follows, periodic and follow-up, and the officers may come without notice. A change that looks small counts: adding or changing the supplier of an existing raw material without telling the authority in writing is a minor nonconformity. Actions against a holder that fails to comply run from a nonconformity notice to suspension or withdrawal of the certificate, a frozen MYeHALAL account and a public notice. The certificate's term depends on the scheme, below.

    MPPHM 2020 · Appendix D, 31(1), 31(5), 31(10)(c), 32(1)(a), 33(1)–(2)

How long does JAKIM certification take? The manual sets clocks, not a total.

The manual sets no total time from application to certificate. It sets the clocks below, and the rest depends on the size of the application, the audit date and the Panel's meeting. A late payment or a missed NCR reply costs the most time: the first means a new application.

How much does it cost? Two fees, set by who you are.

Every application pays a processing fee and a certification fee, on the fee letter at step 6, to the competent authority handling it. Fees as set in the 2020 manual, unchanged in the 2026 amended manual: confirm the current amount with JAKIM.

After the certificate: how long it lasts.

The term depends on the scheme: one, two or three years. Any application from a company registered overseas that carries out business or production in Malaysia gets 2 years, whatever the scheme. JAKIM may set five years for a long-standing holder with a clean record.

Renewing: a three-month window

A renewal goes in no earlier than six months and no later than three months before the certificate expires; once it has expired, a renewal counts as a new application. The manual does not say how a renewal filed in the last three months is treated, so plan for the window. A renewal cannot add products, food premises or menu items.

Exporting: RM100 per consignee

Any party may ask JAKIM for its Letter of Halal Certification for Export, the manual's consignment note (template in Lampiran H, its Appendix H), by email. The letter confirms that the manufacturer holds a Malaysian halal certificate (SPHM). It costs RM100 for each consignee, paid in the name of JAKIM's Director General, and is handed over by hand or registered post once the fee is paid. Fee as set in the 2020 manual: confirm the current amount with JAKIM.
