Fees · MPPHM 2020, Part III

JAKIM halal certification fees, by who pays.

JAKIM halal certification costs, under the 2020 manual: a processing fee per application (RM20 for a company registered in Malaysia, RM200 for one registered overseas that manufactures in Malaysia) and a certification fee. Malaysian-registered product makers pay RM100, RM400, RM700 or RM1,000 a year by turnover; restaurants, cafés and similar outlets RM100 per premises a year; overseas-registered manufacturers RM2,500 (ASEAN) or RM10,000 (other countries) per application. Confirm current amounts with JAKIM.

Procedure 7 · every application

What does every application pay? A processing fee.

JAKIM's fees come in three parts: a processing fee on every application, a certification fee set by who you are, and a few charges after the certificate. All amounts are in Malaysian ringgit (RM), as printed in Part III of the Manual Prosedur Pensijilan Halal Malaysia (Domestik) 2020, MPPHM 2020. Every fee goes to the competent authority handling the application: JAKIM (Jabatan Kemajuan Islam Malaysia), or the State Islamic Religious Council or Department (MAIN/JAIN).

What do product and service companies pay? A yearly fee by turnover.

Jadual 1 applies to every new and renewal application in eight categories: food and drink, cosmetics, pharmaceuticals, consumer goods, logistics, contract manufacturing (OEM), medical devices and central kitchens. The fee is charged a year and set by the company's annual turnover. The same four size names, Industri Mikro, Kecil, Sederhana and Besar, also set the staffing rules of procedure 18: JAKIM's rules by company size.

Notwithstanding procedure 8(1), every application from a company registered outside Malaysia that manufactures here is charged under Jadual 2 instead of Jadual 1, with the RM200 processing fee instead of RM20. Jadual 2 is headed "contract manufacturing of products (overseas company)" and covers food and drink, cosmetics, pharmaceuticals, consumer goods and medical devices. ASEAN, as the manual defines it, is ten countries, Malaysia itself among them: Malaysia, Brunei, Cambodia, Indonesia, Laos, Myanmar, the Philippines, Singapore, Thailand and Vietnam.

A factory outside Malaysia

Made outside Malaysia? Two programmes, their own fees.

The fees on this page are the domestic manual's, for business or production in Malaysia. A product made outside Malaysia has two programmes, and neither is priced in the manual. Under the first, a Foreign Halal Certification Body (FHCB) on JAKIM's recognised list certifies the factory on that body's own terms and fees. Under the second, the Halal International Program, a company registered in Malaysia applies under JAKIM's procedure for international manufacturing, and JAKIM audits the plant for at least four days, two of auditing and two of travel. Its fees are below.

What do restaurants, hotels and caterers pay? A fee per premises.

Food premises do not pay by the company's turnover. Restaurants, cafés and similar outlets pay per premises, hotels per kitchen or restaurant by star rating, and caterers and convention central kitchens by their own turnover bands. Two extras apply only to food premises.

What do slaughterhouses pay? A fee by daily output.

Slaughterhouses are sized by how many animals they handle a day, counted for poultry and rabbits, for goats, sheep and deer, and for cattle, buffalo and camels. The size row sets the fee.

What does a certificate cost over its life? A yearly fee, over one to three years.

Jadual 1 and Jadual 3 to 6 price the certificate per year; Jadual 2 prices each application. The certificate's term depends on the scheme. The manual does not set out how the fee letter adds up the years of a term: the fee letter shows the amount to pay. A renewal pays again, because Jadual 1 applies to every new and renewal application, and JAKIM may set a five-year term for a long-standing holder (35(3)–(4)). Terms and fees as set in the manual: confirm with JAKIM.

Where does a fee go wrong? Four points MNS Modulaz checks first.

  1. The scheme and category. An application under the wrong one is rejected by the competent authority.MPPHM 2020 · 21(5)(a), 21(7)
  2. The turnover you declare. If the information used to set the rate is inaccurate, the authority may charge an extra fee.MPPHM 2020 · 15(8)
  3. Every product, on the first application. Nothing can be added after the fee letter, and a renewal cannot add products or menu items.MPPHM 2020 · 21(16), 22(4)(a)
  4. The 14 working days. A late payment means a new application, and fees paid are not refunded.MPPHM 2020 · 21(15), 15(7)
