FAQ · 19 questions · overseas companies first

What overseas companies ask about JAKIM halal certification, answered clause by clause.

For an overseas company, where the product is made decides the route to JAKIM halal certification. Made in Malaysia, the overseas-registered company applies itself on MYeHALAL and pays the overseas-company fees of JAKIM's 2020 manual (Jadual 2); confirm current fees with JAKIM. Made abroad, a Malaysian-registered company applies under JAKIM's international procedure, or one of the 96 foreign bodies on JAKIM's recognised list certifies the product. Relabelling finished imports is not eligible.

Overseas companies and JAKIM eight questions on the routes, the fees and the term.

A1

Can a company registered outside Malaysia get a JAKIM halal certificate?

Yesif it makes the product in Malaysia.

A company registered outside Malaysia can hold a JAKIM halal certificate (SPHM, Sijil Pengesahan Halal Malaysia) for products it makes in Malaysia. JAKIM's domestic manual, MPPHM 2020, covers companies and applicants registered in Malaysia or overseas that carry out business or production in Malaysia. Such a company opens its own account on MYeHALAL, JAKIM's online application system, declares its raw materials and products, and is audited at its Malaysian premises. Condition 5(1) asks for an SSM registration, a cooperative registration or an establishment document; the manual does not say which one an overseas-registered company uses, so confirm that with JAKIM first. A factory outside Malaysia has two other routes: JAKIM's international procedure, where a company registered in Malaysia applies (A3), or a foreign body JAKIM recognises (A2).

A2

Our product is made abroad. How can it be sold as halal in Malaysia?

Two routesa foreign body JAKIM recognises, or JAKIM's international procedure.

A product made abroad can be sold as halal in Malaysia by one of two routes. The first is certification by a foreign halal certification body that JAKIM recognises: the Trade Descriptions (Certification and Marking of Halal) Order 2011 says imported food and goods may not be described as halal unless they meet the requirements or are certified by such a body, and the importer or manufacturer marks that body's name on the goods. JAKIM's list in force from 21 August 2026 names 96 bodies in 49 countries or regions; Cambodia, Laos and Myanmar have none on it. The second is JAKIM's own procedure for international manufacturing (A3). Meat and poultry plants abroad must also be inspected and approved by JAKIM and the Department of Veterinary Services (DVS).

A3

Can JAKIM certify our factory outside Malaysia?

Yesthrough a company registered in Malaysia.

JAKIM certifies factories outside Malaysia under its procedure for international manufacturing, in force since 1 January 2024. The applicant must be a company registered in Malaysia: a branch, subsidiary, importer, distributor or trader, or agent. Five schemes are open: food products, cosmetics, pharmaceuticals, consumer goods and medical devices. One application covers one factory and at most 100 products, and the certificate is valid for two years. JAKIM's auditors spend at least four days on the plant, two auditing and two travelling, with the applicant accompanying them, and the factory must run a Halal Assurance System (HAS). For an abattoir or a meat-based product, the notice says to contact the Department of Veterinary Services. Fees, as MNS Modulaz gives them: a plant in Southeast Asia: RM2,100; outside Southeast Asia: USD 2,100; document processing: RM200 (confirm with JAKIM). In 2023 JAKIM printed 92 certificates for overseas-manufacturing applications.

A4

Can a Malaysian contract manufacturer make our product?

Yesunder two certificates.

A Malaysian contract manufacturer can make a halal product for a brand registered abroad, under two certificates. JAKIM's OEM scheme certifies the manufacturer, which must hold that certificate before it may offer manufacturing to other companies; the company appointing it must check that it does. The OEM certificate never covers what the plant makes for you: every product that is to carry the halal logo needs its own SPHM under the scheme that fits it, and that application may come from the brand owner. A written contract, agreement or mutual consent must link the plant and the brand owner. The plant's OEM certificate lasts three years, and the competent authority may cancel a product's certificate when the contract manufacturer is changed. A brand owner registered overseas pays the fees in A6.

A5

Can we import finished goods and relabel them in Malaysia under a JAKIM certificate?

Norelabelling alone is not eligible.

Finished goods imported and only relabelled in Malaysia cannot get a JAKIM halal certificate. JAKIM's manual lists finished products, made in Malaysia or abroad, that are relabelled without undergoing any process in Malaysia as not eligible to apply. Repackaging sits next to that rule but works differently: an application to repackage must submit a recognised, valid halal certificate for the product, or, for natural materials only, documents stating their source. A finished import is therefore sold as halal on one of the two routes for goods made abroad: a certificate from a foreign body JAKIM recognises, or a JAKIM certificate for the factory abroad under the international procedure, applied for by a company registered in Malaysia.

A6

What does JAKIM charge a company registered overseas?

RM200 + Jadual 2per application, under the 2020 manual.

JAKIM's 2020 manual charges a company registered overseas that manufactures in Malaysia a processing fee of RM200 per application, against RM20 for others. The certification fee follows Jadual 2, the schedule headed contract manufacturing of products (overseas company), which covers every such application: RM2,500 per application for a company from an ASEAN country and RM10,000 for one from any other country. Fees are paid to the competent authority handling the application (JAKIM, MAIN or JAIN) within 14 working days of the fee letter on MYeHALAL; a late payment gets the application rejected, and fees paid are not refunded or moved to another application. For a factory abroad under JAKIM's international-manufacturing procedure (the Halal International Program) the fees, as MNS Modulaz gives them, are: a plant in Southeast Asia: RM2,100; outside Southeast Asia: USD 2,100; document processing: RM200. The manual's are the 2020 amounts: confirm every current figure with JAKIM.

How long does an overseas company's certificate last?

2 yearsfor a company registered overseas producing in Malaysia.

A JAKIM certificate held by a company registered overseas that carries out business or production in Malaysia lasts two years, and a certificate under JAKIM's procedure for international manufacturing is also valid for two years. Later, JAKIM may set a five-year term for a holder that has kept a Malaysian certificate for at least five years, complies, had no nonconformity found in audits or monitoring, never faced halal-control action, and runs its halal management system (MHMS) effectively; the company may turn the longer term down. Renewal goes in no earlier than six months and no later than three months before the certificate expires, and an expired certificate's renewal counts as a new application. These terms are the 2020 manual's: confirm them with JAKIM.

We export from Malaysia. What is JAKIM's consignment note?

On requestby email to JAKIM, RM100 per consignee.

JAKIM's consignment note is the Letter of Halal Certification for Export, a letter that goes with halal-certified products shipped from Malaysia. The manual's template verifies that the products described were made according to Islamic rites and approved halal by JAKIM, and that the manufacturer holds a Malaysian halal certificate. It names the consignor, manufacturer, country of origin and consignee, the invoice, container and seal numbers, and the reference and serial numbers of the halal certificate. Any party may request it from JAKIM by email; the 2020 fee is RM100 per consignee, paid in the name of JAKIM's Director General, and the letter is handed over by hand or sent by registered post once the fee is paid. The 2026 amended manual keeps these rules word for word.

Which businesses can apply for a Malaysian halal certificate?

Nine schemesif the conditions in procedure 5 are met.

Businesses in any of JAKIM's nine halal certification schemes can apply for a Malaysian halal certificate (SPHM): food and drink products, cosmetics, pharmaceuticals, food premises, consumer goods, logistics, slaughterhouses, contract manufacturing (OEM) and medical devices. Each applicant needs a valid registration (SSM, cooperative or establishment document), a licence or approval from the local authority (PBT) or a supporting letter from a government agency, and, where they apply, papers from BKKM, the Department of Veterinary Services, NPRA or the Medical Device Authority. The business must have operated fully for at least three months, make or handle halal products only, and apply for every product or menu item made at the premises.

B2

How many Muslim employees does JAKIM require?

1 or 2by company size, for food and drink products.

JAKIM's Muslim-staff rule for food and drink products depends on company size, which the manual measures by annual turnover in the industry categories of Jadual 1. Large and medium companies need at least two permanent Malaysian Muslim employees in the processing area, a Halal Executive at every branch, an Internal Halal Committee and a halal assurance system (HAS). Small companies need at least one such employee, a Halal Supervisor and an internal halal control system (IHCS); micro companies need at least one and an IHCS. The Muslim employees must be on duty in the processing area throughout each operating period or shift. For every scheme, the manual also asks for enough Muslim workers for the application category.

B3

What does JAKIM check about our raw materials?

Traceabilityand a valid halal certificate where one is needed.

JAKIM checks that every raw material is halal, safe and traceable to its original producer. Animal-based raw materials need a valid halal certificate from the competent authority or a recognised halal certification body, and imported ones such as beef, chicken or gelatin must come from slaughterhouses or processing plants approved by the Department of Veterinary Services. A raw material with no certificate, or one certified by a body JAKIM does not recognise, needs complete supporting documents showing its composition, flow chart and source. Further processing by a third party, such as cutting, pre-mixing or repacking, needs its own valid halal certification.

B4

Can our product or brand name include the word halal?

Noand names that resemble non-halal products are barred too.

JAKIM's manual bars the word halal from company, product, menu, ingredient and brand names. It also rules out names that refer to or resemble non-halal products, and gives ham, bak kut teh, bacon, beer, rum, hot dog and char siew as examples; the 2026 amended manual lets the authority allow some names, such as chicken luncheon meat, with a qualifying word. The names declared in MYeHALAL must match the product label or menu display exactly, and names in another language are translated into Malay and/or English. Settle names before the application is filed: no product may be added once the fee letter is issued, a renewal cannot add products, and any later change to product names, brands or menus needs a formal notice to the competent authority.

How much does JAKIM charge a Malaysian company?

RM20 + RM100 to RM1,000a year by turnover, under the 2020 manual.

JAKIM's 2020 manual charges a Malaysian company RM20 to process each application, then a yearly certification fee under Jadual 1, set by annual turnover: RM100 for a micro company (under RM300,000), RM400 for small (RM300,000 to RM14,999,999.99), RM700 for medium (RM15 million to RM50 million) and RM1,000 for large (over RM50 million). Food premises pay RM100 per premises a year; hotel kitchens or hotel restaurants RM500 each at four stars and above or RM200 at three stars and below (Jadual 4); catering and central kitchens RM100 to RM700 by turnover (Jadual 5); slaughterhouses RM100 to RM700 by daily output (Jadual 6). How long is a JAKIM halal certificate valid?

1, 2 or 3 yearsby scheme.

A JAKIM halal certificate (SPHM) runs one, two or three years depending on its scheme. Slaughterhouse certificates last one year; food and drink products and food premises two years; cosmetics, pharmaceuticals, consumer goods, logistics, contract manufacturing (OEM) and medical devices three years. A company registered overseas that carries out business or production in Malaysia gets two years, and so does a factory certified under JAKIM's international procedure. JAKIM may set a five-year term for a holder with five clean years. JAKIM issues the certificate within five working days of the Malaysian Halal Certification Panel's decision, or a period the competent authority sets, and monitoring follows. B7

When do we renew, and what if the certificate has expired?

6 to 3 monthsbefore the certificate expires.

A JAKIM halal certificate (SPHM) is renewed no earlier than six months and no later than three months before it expires. A certificate that has already expired is not renewed as such: its renewal counts as a new application, which needs at least three months of documents and records for the audit. A renewal cannot add products, food premises or new menu items, and an incomplete renewal, or one under the wrong scheme or category, is rejected. Documents and records are kept for at least three years; purchase records for raw materials and pest-control records are among those shown at the audit. The 2026 amended manual keeps the renewal window unchanged.

C1

What does MNS Modulaz do?

Preparationfor JAKIM's audit; your company applies itself.

MNS Modulaz is a halal consultancy and training business in Bukit Beruntung, Selangor, Malaysia. For a product made in Malaysia, by a Malaysian or an overseas-registered company, MNS Modulaz runs a gap analysis against JAKIM's requirements, prepares the documents and SOPs, and sets up internal halal control with the company's team. For goods made abroad, MNS Modulaz explains JAKIM's two routes from JAKIM's own documents. It also trains teams in halal, MeSTI, GMP, HACCP and ISO 9001. Halal awareness training given by a third party must come from an organisation registered under JAKIM's Halal Professional Board (HPB) or from the competent authority; MNS Modulaz is not on JAKIM's list of halal training providers, so its training is not that awareness training.

C2

Can a consultant send our application to JAKIM for us?

Noyour company applies itself.

No consultant can apply to JAKIM for a company: JAKIM's manual says the competent authority deals directly with the company or applicant, not through third parties or middlemen such as consultants. The company registers its own MYeHALAL account at www.halal.gov.my against its registration number; the competent authority (JAKIM, or a state Islamic religious council or department) verifies the account within 24 working hours, and the application then goes in online under that account. A consultant's place is before that point: getting the people and the documents ready, so the application is complete and in the right scheme and category, because incomplete or misfiled applications are rejected.

C3

Is MNS Modulaz on JAKIM's Rakan Strategik MIHA list?

Yeson JAKIM's list dated 18 June 2026.

MNS Modulaz Sdn. Bhd. is entry 18 on JAKIM's Rakan Strategik MIHA list (RSMIHA-2026-025, valid 1 June 2026 – 31 May 2029). The list is dated 18 June 2026 and names 39 strategic partners. For MNS Modulaz it names three Fasilitator Halal (halal facilitators): Nur 'Awatif Humaira binti Mohd Kamaruddin, Muhammad Syafiq bin Sufakhi and Nur Habibah binti Azhar. The list is not JAKIM's register of halal training providers, and MNS Modulaz is not on that register. A product's halal status is confirmed by its Malaysian halal certificate (SPHM), the official document under a Malaysian scheme, and your company still applies for it itself, on MYeHALAL.
