How much does JAKIM halal certification cost an overseas company?
By MNS Modulaz Sdn. Bhd.Updated
The short answer
For a factory outside Malaysia certified by JAKIM itself, MNS Modulaz gives the Halal International Program fees as RM2,100 for a plant in Southeast Asia or USD 2,100 for a plant elsewhere, plus RM200 for document processing. JAKIM's notice lists no fees, so confirm the current amount with JAKIM. A product made in Malaysia by an overseas-registered company pays the 2020 manual's fees instead.
Fees as MNS Modulaz gives them; JAKIM's rules from its own documents, each with its clause below.
What JAKIM halal certification costs an overseas company depends first on where the product is made. JAKIM is Jabatan Kemajuan Islam Malaysia, the Department of Islamic Development Malaysia. A factory abroad can be certified by JAKIM itself under its procedure for international manufacturing; a product made in Malaysia falls under JAKIM's domestic manual; and a factory abroad can instead be certified by a foreign body JAKIM recognises. Each route is charged differently. The routes side by side are on JAKIM halal certification for overseas companies.

What are the fees for a factory outside Malaysia?
For a factory outside Malaysia certified by JAKIM, MNS Modulaz gives the Halal International Program fees by where the plant is, with a separate charge for processing the documents. JAKIM's own notice for international manufacturing, in force since 1 January 2024, sets out the schemes, the applicants, the audit and the documents, but lists no fees.
| Where the factory is | Fee, as MNS Modulaz gives it |
|---|---|
| A plant in Southeast Asia | RM2,100 |
| A plant outside Southeast Asia | USD 2,100 |
| Document processing | RM200 |
Fees as MNS Modulaz gives them on JAKIM halal certification for overseas companies, October 2026. RM = Malaysian ringgit; USD = US dollars. JAKIM's notice does not list them: confirm the current amount with JAKIM.
Under this route, the applicant is a company registered in Malaysia: a branch, subsidiary, importer, distributor or trader, or agent. JAKIM offers five schemes for international manufacturing: food products, cosmetics, pharmaceuticals, consumer goods and medical devices.

What does the JAKIM audit abroad add to the cost?
The audit is part of the cost to plan for. JAKIM's notice says an audit is conducted at the manufacturing plant, lasting at least four days: two audit days and two days' round trip, limited to one manufacturing address. The applicant must accompany the auditors throughout the audit trip. The notice does not say who pays the auditors' travel, so ask JAKIM before you apply.

The applicant or factory must also implement JAKIM's Halal Assurance System, set out in the Malaysian Halal Management System (MHMS) 2020. Our guide to JAKIM halal requirements explains what it involves.
Which choices change the total?
These rules in JAKIM's notice decide how many applications a company makes and how often: one application form covers one factory, one form registers at most 100 products, the audit covers one manufacturing address, and every certificate lasts two years.
| Rule in JAKIM's notice | What it means for the cost |
|---|---|
| One form for one factory | Each factory is its own application and audit |
| At most 100 products per form | A longer product list needs another form |
| Certificates valid for 2 years | Plan for a renewal application every two years |
| Audit at one manufacturing address | A second address is a second audit |
JAKIM, Procedure for International Manufacturing: "ONE (1) application form can only be used for the application of ONE (1) factory"; "maximum 100 products"; "All certification is valid for 2 years"
What does it cost if the product is made in Malaysia?
If an overseas-registered company has its product made in Malaysia, JAKIM's domestic manual applies instead, and its fees are set out in the manual. The processing fee is RM200 per application for a company registered overseas that manufactures in Malaysia. The certification fee is charged per application under Jadual 2.
| Fee under the 2020 manual | Overseas-registered company manufacturing in Malaysia |
|---|---|
| Processing, per application | RM200 |
| Certification, ASEAN countries (Jadual 2) | RM2,500 per application |
| Certification, other countries (Jadual 2) | RM10,000 per application |
| Certificate reprint | RM1,000 per reprint application |
MPPHM 2020, 7(1)-(2), 8(2) and Jadual 2, 13(2); certificate valid 2 years, 35(2)(d). These are the 2020 manual's amounts: confirm the current amount with JAKIM.
The full table of JAKIM's fees, including those for Malaysian companies by size, is on JAKIM halal certification fees. If a contract manufacturer in Malaysia makes the product, it must already hold its own certificate under the OEM scheme, which does not certify the products it makes; see halal contract manufacturing in Malaysia.

What about a recognised foreign body?
A factory abroad can also be certified by one of the foreign halal certification bodies JAKIM recognises. JAKIM's list in force from 21 August 2026 names 96 bodies in 49 countries or regions. Imported food and goods marketed in Malaysia may be described as halal when certified by a body JAKIM recognises, with that body's name marked on them.

Which body covers your country, and how to check it, is in recognised foreign halal bodies; how a foreign certificate compares with JAKIM's own is in JAKIM or a foreign halal certificate.
Who applies, and where does MNS Modulaz fit?
The applicant deals with JAKIM directly: JAKIM's manual says the authority deals with the company or applicant, not through third parties such as consultants. MNS Modulaz Sdn. Bhd., entry 18 on JAKIM's Strategic Partner list, prepares companies for that process: gap analysis against JAKIM's requirements, documents, SOPs, internal halal control and training.
